CDF Kainerugaba On Behalf Of UPDF Is Planning To Reshuffle Their Generals Like GEN Elwelu.

The Uganda People’s Defence Forces (UPDF) is planning a big change in July 2025. More than 1,300 officers, including Lieutenant General Peter Elwelu, are set to This is one of the biggest reshuffles the Ugandan army has seen in recent years. Gen Elwelu once served as the Deputy Chief of Defence Forces. But in March 2024, he was moved to a new position as Senior Presidential Adviser. This came after growing tensions inside the army. Things got worse when the current Chief of Defence Forces, Gen Muhoozi Kainerugaba, called Elwelu a “buffoon” during a public disagreement in December 2024. Sources say that the decision to retire Elwelu and many others was made during meetings at State House Entebbe. These meetings were held in March and April 2025. The UPDF High Command and Army Council both agreed to the move. Even though the full list of officers has not yet been shared with the public, the plan will affect many senior officials. The goal is to reorganize the army, improve discipline, and prepare for the future. Some believe it will also help reduce the internal power struggles that have been growing. One official who spoke anonymously said,“This is not just about age or retirement. It’s about fixing the chain of command and bringing in fresh blood.”The retirement of Gen Elwelu has attracted a lot of attention. He has been a key figure in the UPDF for many years. However, his relationship with Gen Muhoozi and other leaders has become tense. Some Ugandans have reacted with surprise to the news. Others believe it is time for change in the military.
